Qualifications:

Minimum of 20 year(s) of experience in related field. OR BA/BS Degree in Agriculture?? natural resources, agronomy or related field of study

  • 1) At least 20 years professional experience with Wood Innovation Program and prior related federal programs.
  • 2) At least 20 years professional experience in forestry, fire, and biomass/wood products utilization.
  • 3) Deep understanding of industry infrastructure and contacts in California, Hawaii/Pacific Islands, and Oregon.
  • 4) Wood and biomass utilization experience with multiple industry sub-sectors, including harvest, transportation. primary and secondary manufacturing, marketing. R&D and demonstrations, and related state and federal policy development and interpretation.
  • 5) California Registered Professional Forester License
  • Experience required with Windows, MS Word, MS Excel, Power Point
  • MS Outlook and TEAMS, Zoom
  • Natural resource MGR (NRM) Grants and Agreements
Duties:

Provide technical assistance and train Forest Service staff and partners to identify, develop, implement, monitor, and assess results of wood and biomass utilization fmancial and technical assistance activities in support of Forest Service priorities including, but not limited to, "Chiefs Annual Priorities and Program Direction", "10-Year Wildfire Risk Reduction Strategy Climate Adaptation Plan", "Equity Action Plan", "2022 R5 Roundtable Report", and pertinent and related activities in State Forest Action Plans.

  • Operational Technical Assistance and Training - Provide technical assistance and train Forest Service staff and partners to identify, develop, implement, and monitor Region S, Oregon, and national wood and biomass utilization financial and technical assistance activities in support of Forest Service priorities. Duties include, but are not limited to, providing technical assistance and training related to lessons learned from prior relevant USFS-funded efforts { e.g. transportation subsidies), grant-funded equipment management, evaluation, and disposal, business site visit and interview training, technical assistance documentation, appropriate partnership referrals and coordination, and initial due diligence reviews of potential grant applicants.   80%
  • Strategic Planning Assistance - Provide technical assistance and knowledge gained from similar previous Agency activities to support strategic vision for current and future Agency programs, including tactical development of a new biomass transportation program based on Inflation Reduction Act provisions.   10%
  • Analysis of Policy, Practices and Results - Provide technical assistance and review of Forest Service and partner wood and biomass utilization policies, practices, grant-funded project results, and description and analysis of implications for policy and future funding decisions.   10%

Other:
  • Mandated AgLeam requirements for use and access to USDA computer equipment, Defensive Driving and other AgLearn Coursework to conform with agency policies and procedures for external partners.
  • Travel Requirements: Requires regular travel within and between California and Oregon, and occasional travel to Hawaii, Pacific Islands, and probably other states. Travel periods will vary from a single overnight to a week or more. Enrollee needs to be within reasonable distance of an airport that can service travel requirements (i.e. 70 mi).
  • Overnight travel: Average 4 nights/month.
  • Air travel anticipated: Average 1 roundtrip flight per month
  • Rental cars: Average about 3 days/month
  • Health and Safety Considerations: Enrollee will review RS Job Hazard Analyses for both domestic and Pacific Island work with unit ACES Monitor or Alternate. Safety briefings will also include in-depth review of practices for visiting active forestry operations and industrial sites.
  • Required Safety Gear: Government will provide hard hat, safety glasses, and safety vest.
  • Safety Gear Use: Safety gear will be used while on-site at active logging operations and industrial sites where heavy equipment is in use.
  • Physical requirements: 1) Ability to safely operate 4WD vehicle on dirt and gravel mountain roads with commercial logging traffic and on-going harvest operations, as well as a variety of vehicles in high-traffic urban freeway and rural road situations. 2) Ability to climb up and down ladders, and walk on metal scaffolding around and above heavy equipment operations in industrial facilities, and walk in rugged forested areas in heavy slash within and near active timber harvest operations.
