Qualifications:

Minimum of 20 year(s) of experience in Plant Pathology. OR PhD Degree in Plant Pathology

  • Professional knowledge of and demonstrated professional experience with in-depth knowledge of and intensive background in the advanced theories, principles, concepts, practices and methods of the following and/or related disciplines - plant pathology and related sciences such as microbiology, genomics, molecular biology, plant physiology, crop science, and horticulture.
  • Knowledge of the interrelationship of the assigned area of research programs to other specializations within ONP.
  • Knowledge demonstrated through authorship of peer-reviewed scientific publications, highly technical accomplishments, and contributions to a body of science that establish the incumbent as a widely recognized leader in the scientific community of his or her area of expertise related to the assigned position.
  • Skill in formulating highly technical recommendations involving a wide variety of specialized and complex research projects in assigned areas.
  • Ability to work collaboratively with National Program Leaders, research scientists, and other experts in research programs in other areas of specialization within ONP.
  • Knowledge of agricultural and consumer problems that adversely impact agricultural production, marketing and utilization.
  • Ability to keep abreast of the latest technical developments in this country and throughout the world to provide an awareness of how they may influence his/her overall recommendations and decisions.
  • Knowledge of management and administrative principles and practices to accomplish long range program planning and evaluation.
  • Communication skills in order to cooperate with researchers, research leaders, line managers, and others who impact on research planning and leadership.
  • Communication skills in order to meet, elicit cooperation from, and deal effectively with both domestic and international contacts.
  • Ability to organize, lead, and chair groups of highly technical experts for the purpose of formulating recommendations on and directing and coordinating national research programs.
  • Interpersonal skills and technical ability to work cooperatively and successfully with other agencies, groups, and industry.
  • Communication skills to present information clearly and concisely.
  • Experience required with Windows, MS Word, MS Excel, Power Point
Duties:

The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research.   • Subject matter expert on plant health-related issues.   50%
  • Coordinate plant health-related research activities between ARS and stakeholders, including federal agencies.   15%
  • Help coordinate NP303 through OSQR process.   15%
  • Lead discussion groups on specific disease topics.   10%
  • Represent ARS at stakeholder meetings.   10%

  • IT Security Training
  • Training will be provided as necessary by the agency.
  • Travel Requirements: May be required to attend stakeholder meetings. Limited mobility may be required for travel.
  • Overnight travel: Approximately 2 trips per year for 3-4 days per trip.
  • Air travel anticipated: Approximately 2 trips per year for 3-4 days per trip.
  • Rental cars: Approximately 2 trips per year for 3-4 days per trip.
  • Remote work arrangements are available for this position.
