Qualifications:

Minimum of 20 year(s) of experience in design and construction with a focus on Engineering Project Management with Facility Repair, Renovations, and Modernizations of agricultural research/laboratories facilities. OR BA/BS Degree in Engineering and/or Architecture

  • Preferred ? Prior management experience working in facilities management that includes government
  • research laboratories at a headquarters level or facility level.
  • Experience required with Windows, MS Word, MS Excel, Power Point
  • Adobe Writer, Outlook, Microsoft Teams
Duties:

This work is within USDA Facilities Division (FD) directly supporting Facilities Division Director programs. The enrollee will coordinate projects funded through the Building and Facilities (B&F), Repair and Maintenance (R&M), Unfunded Projects List (UPL), High Priority Projects (HPL) and support programing of these funds but cannot obligate Federal funds. The enrollee will support the facilities modernization program by monitoring FD Projects at a high level and provide guidance to FD Project Managers. The work requires a high-level review of all FD projects and being aware of their current status. The enrollee will support and provide input to updating the Capital Investment Strategy (CIS) program, BUILDER Sustainable Management System (SMS) program, Asset Management Review Board (AMRB) program, Annual Resource Management Plan (ARMP) program, and will review and provide engineering support to update FD Policy and Procedures. The enrollee will also provide input on congressional inquiries and updates to congressional briefing papers. The enrollee will also provide technical expertise in the evaluation and review for design submission for all B&F as well as R&M Program projects and will support the Director of Facilities and Facilities Division Branch Chiefs during meetings with ARS leadership on issues dealing with programing and managing the ARS Facilities Division portfolio. The enrollee may be asked to provide technical subject matter expertise, advice and recommendations based on relative past experience when dealing with Agricultural and Animal labs and research facilities. The enrollee may be asked to create and edit excel spreadsheets and power point slides for executive briefing, assist with development of the annual AMRB Smart book and its associated Power Point presentation and provide updates to state briefing papers.
