Duties:The Senior Advisor provides high-level advisory and analytical support to the NASS Associate Administrator by assisting with agency priorities, organizational initiatives, stakeholder coordination, and implementation of assigned projects. The enrollee conducts research and analysis on complex organizational and programmatic issues; identifies considerations, risks, and potential approaches; and offers objective, confidential recommendations to support informed decision-making. The Senior Advisor supports efforts involving modernization, organizational effectiveness, program delivery, workforce initiatives, stakeholder engagement, interagency coordination, and other priority activities assigned by the Associate Administrator. Responsibilities include coordinating across NASS units, gathering and synthesizing information, monitoring project progress, identifying emerging issues, preparing briefing materials and recommendations, and assisting with communication and follow-up on agency priorities. The role is collaborative and advisory in nature and does not carry independent supervisory, budgetary, procurement, or decision-making authority.
The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. - Liaison and Stakeholder Coordination: with Contracting Offices: Assists the Associate Administrator in coordinating across NASS divisions, program areas, and external partners; facilitates communication, gathers perspectives, aligns expectations, and supports stakeholder engagement and interagency coordination. 30%
- Research, Analysis, and Strategic Advisory Support: Conducts research and analysis on complex organizational and programmatic issues; identifies considerations, risks, and potential approaches; and provides objective, confidential recommendations to support informed decision-making by the Associate Administrator. 30%
- Administrative Support: Assists with planning, tracking, and monitoring priority initiatives; supports execution of assigned projects; ensures follow-up on action items; prepares briefing materials; synthesizes information; and supports timely administrative needs tied to agency priorities. 25%
- Modernization, Workforce, and Organizational Effectiveness Support: Supports activities related to agency modernization, workforce initiatives, organizational improvement, program delivery enhancement, and other strategic efforts assigned by the Associate Administrator. 15%
