The Agricultural Conservation Experienced Services (ACES) Program offers unique opportunities in Scientific, Technical, and Agricultural support for individuals age 55 and over to support the Department of Agriculture?s Natural Resources Conservation Service (NRCS) through a grant administered program awarded to National Older Worker Career Center (NOWCC). This is a unique program where your talents, expertise and experience will truly be valued. The NRCS provides an opportunity to work side-by-side with NRCS staff that are doing important work every day. Benefits: Paid Health Insurance Premium for positions budgeted at 60+ hours per pay period, Accrued Vacation and Sick Leave, Paid Federal Holidays, and optional Vision and Dental Insurance available for positions budgeted at 35+ hours per pay period. NOTE: Positions listed here do not guarantee employment for any definite period of time. Enrollment in the Experienced Worker Programs administered by NOWCC is temporary. The enrollment relationship between NOWCC and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate his or her enrollment at any time during the enrollment period, and NOWCC and the Agency have the right to terminate the relationship with the Enrollee. NOTE: An ?ACES Enrollee? is not a federal employee, nor an employee of NOWCC. An ?ACES Enrollee? is a participant in a grant program, which is established through a Cooperative Agreement funded by the USDA-NRCS and administered by NOWCC.

Qualifications:

Minimum of 20 year(s) of experience in Agriculture, natural resources, agronomy or related field OR BA/BS Degree in Agriculture, natural resources, agronomy or related field of study

  • Experience with NRCS Watershed Programs. Expert in producing NEPA documents.
  • Valid Driver's License required.
  • Experience required with Windows, Copying Machine, MS Word
  • ACCESS/HANA, IAS, Protracts, NRCS specific and/or certified, PowerPoint
Duties:

Assist the Watershed Programs Branch by serving as a project implementation lead. Will provide overall coordination of the ACES staff who are providing program implementation support to the states. May also provide support to states including training, process development, coordination, and providing technical expertise. PLEASE NOTE: 1. The range of hours is flexible between 32-40 per week. 2. Remote work is an option. 3. Announcement will remain posted until filled, at which time it will be removed from the website.

  • Assist the Watershed Programs Branch Chief in managing state requests for assistance and work assignments for program implementation workers.   30%
  • Conducts analyses of issues associated with ecological and watershed policies, synthesizes data and information, and provides advice and recommendations on critical resource problems to management including; provide guidance on Watershed Programs NEPA, Plans, reviews, and assessments; aid conservationist in planning a variety of practices. Planning Policy Interpretation. Review Statements of Work    30%
  • Provide support to NRCS staff in managing construction projects and coordinate with local project sponsors to aid in managing construction project schedules.   18%
  • Assist states with data and performance tracking/monitor program activities/timelines, augmentations /costs, completions, etc.   10%
  • Coordinates review of engineering design and technical services provided by NRCS staff and contractors.   10%
  • Other tasks as assigned related to state project implementation.   2%

  • Annual information system security, anti-harassment, and civil rights training.
  • Provided by NRCS staff.
  • Overnight travel: Travel requirements will vary, but on average 2 weeks per year.
  • Air travel anticipated: Travel requirements will vary, but on average 2 weeks per year.
  • Rental cars: Travel requirements will vary, but on average 2 weeks per year.
  • Health and Safety Considerations: PPE equipment will be required in any case whether the candidate is expected to meet with or exposed to others and other gear necessary to preform the assigned tasks.
