The Agricultural Conservation Experienced Services (ACES) Program offers unique opportunities in Scientific, Technical, and Agricultural support for individuals age 55 and over to support the Department of Agriculture?s Natural Resources Conservation Service (NRCS) through a grant administered program awarded to National Older Worker Career Center (NOWCC). This is a unique program where your talents, expertise, and experience will truly be valued. The NRCS provides an opportunity to work side-by-side with NRCS staff that are doing important work every day. Benefits: Paid Health Insurance Premium for positions budgeted at 60+ hours per pay period, Accrued Vacation and Sick Leave, Paid Federal Holidays, and optional Vision and Dental Insurance available for positions budgeted at 35+ hours per pay period. NOTE: Positions listed here do not guarantee employment for any definite period of time. Enrollment in the Experienced Worker Programs administered by NOWCC is temporary. The enrollment relationship between NOWCC and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate his or her enrollment at any time during the enrollment period, and NOWCC and the Agency have the right to terminate the relationship with the Enrollee. NOTE: An ?ACES Enrollee? is not a federal employee, nor an employee of NOWCC. An ?ACES Enrollee? is a participant in a grant program, which is established through a Cooperative Agreement funded by the USDA-NRCS and administered by NOWCC. NOTE: The range of hours is flexible between 20-40 per week.

Qualifications:

Minimum of 20 year(s) of experience OR BA/BS Degree in Agriculture, Natural Resources, Agronomy or related field of study.

  • Experience with NRCS Watershed Programs policy. Expert in navigating NRCS statutes, regulations, and policy and producing effective policy positions.
  • Valid Driver's License required.
  • Experience required with Windows, Copying Machine, MS Word
  • ACCESS/HANA, IAS, Protracts, PowerPoint, NRCS specific and/or certified.
Duties:

Assist the Watershed Programs Branch staff with policy implementation and development including training, process development, support to States, coordination, tracking, and providing technical expertise. PLEASE NOTE: 1. The range of hours is flexible between 20-40 per week. 2. Remote work is an option. 3. Announcement will remain posted until filled, at which time it will be removed from the website.

  • Assist states with funding approvals, eligibility, related policies, etc. including assisting the Branch in assessing and addressing resources concerns that may include policy development and implementation as well as monitoring policy related actions and results and assisting the Branch in the development, revision, monitoring, etc. of broad policies and administrative controls.   80%
  • Assisting the Branch in the providing support on responses, reports, testimony in regards to the possible/probable/actual issues of watershed infrastructures as well as to document/report any related impacts on human health and safety ? related to any policies.   10%
  • Other tasks as assigned related to Branch programs implementation.   10%
