The Senior Environmental Employment (SEE) Program offers unique opportunities in Scientific, Technical, and Administrative / Office support for individuals age 55 and over to support the Environmental Protection Agency (EPA) through a grant administered program through National Older Worker Career Center (NOWCC). This is a unique program where your talents, expertise and experience will truly be valued. You'll be working side-by-side with EPA staff that are doing important work every day. Pay rate: $18.01/hr. This is the maximum amount budgeted through the grant to support this program. Benefits: Paid Health Insurance Premium, Paid Vacation, Paid Sick Time, Paid Federal Holidays + One Individual Holiday, and optional Vision and Dental Insurance available. This position does require a background check prior to receiving clearance to start work. Due to COVID-19, this position will be eligible for telecommuting until instructions are given on when to safely return to the EPA facility. Please note that due to EPA Policy, this opportunity only applies to United States Citizens.

Qualifications:

Minimum of 5 year(s) of experience in procurement, business, accounting OR BA/BS Degree in Strong background in mathematics, accounting or similar number-oriented, detail-driven disciplines. Previously completed training in cost accounting

  • Experience required with MS Word, Excel, Access, SharePoint, Fax, Copying Machine, Multiple Phone Lines, Scanner
  • MS Office Suite, Sharepoint, MS Teams, EPA-developed, Access-based software (Removal Cost Management System ? RCMS) experience a plus
Duties:

Incumbent shall assist the On-Scene Coordinator (OSC) in the development of independent government cost estimates (IGCE) by reviewing Statements of Work and related documents for environmental remediation and restoration projects. Uses data in Removal Cost Management System (RCMS) and information provided by OSCs to perform market survey of potential vendors and gather documentation of estimated cost.

  • Assists On-Scene Coordinators in performing market surveys of vendors to document cost data associated with proposed environmental cleanup and restoration activities, including, but not limited to: equipment, materials, transportation and disposal, and restoration costs. Reviews contractor invoices for accuracy, chargeability, contract compliance, contract mgmt. guidelines and procedures and compliance with RCMS. Coordinates with the Project Officers, Contracting Officers, and OSCs to ensure invoices meet the payment requirements. Assists staff and managers in tracking expenses associated with travel, procurement and other financial transactions within the Emergency Management Branch.   40%
  • This position will also be required to conduct a variety of Branch administrative functions as necessary under the supervision and guidance of staff. This position requires strong analytical/organizational skills, knowledge of database/spreadsheets/data storage, including Access and mergeable files and an attention to detail to provide great accuracy and precision.   20%
  • Utilize Excel spreadsheets to assist the OSC in the preparation of cost estimates for cleanup projects. Often use EPA RCMS to develop information on the cost of other similar projects and provide additional financial analysis and budget assistance.   20%
  • Assist in the review of daily cost tracking of contractor costs to monitor relationship of estimated to actual cost and forecast exceedance of funding ceiling.   10%
  • Participate in the collection and tabulation of historical cost data for use on future projects.   10%
