? This position supports the Bureau of Land Management Utah State Office. ? The BLM Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies. The program connects experienced workers (age 55+) to the BLM to provide scientific, technical, and administrative support. ? BLM ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 40 weeks. ? A background security investigation may be required prior to the start date. Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave. ? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the BLM or NOWCC. NOWCC is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under BLM direction to assist the Agency staff in carrying out their mission. BLM ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.

Qualifications:

Minimum of 15 year(s) of experience OR HS/GED Degree in related to the duties of the position. OR Previously completed training in Lands & Realty courses

  • Must have 15 years experience in the lands and realty permitting process.
  • Experience required with Windows, MS Word, MS Excel
  • LR2000; CBS
Duties:

Assist the State Office in legislative implementation and streamlining the application process. ? Serve as an interdisciplinary team lead or member for following National Environmental Policy Act (NEPA) guidelines/requirements. ? Evaluate proposed uses with respect to their potential impact on the management, protection, development, and utilization of public lands resources and their conformance with land management plans, policies, regulations, and statutory authorities. ? Provide advice on all aspects of acquisition, disposal, or rights to public lands. ? Prepare and assemble applications, stipulations, documents for review, letters of consent, etc., regarding easements, such as easements and licenses for roads, power lines, pipelines, and similar projects. ? Responsible for the accomplishment of land exchange, donation, and purchase including important and difficult negotiations with private landowners. ? Provide program specific advice to interdisciplinary teams regarding environmental analysis.
