The position is responsible for recruiting applicants for REE positions, supporting REE Enrollees and Monitors, assisting the REE Program Manager in the effective and efficient administration of the REE Program, and ensuring the delivery of timely, high quality and cost-effective services to participating States.  This includes developing and executing sourcing and recruiting plans with REE Coordinators and Monitors.

ESSENTIAL DUTIES AND RESPONSIBILITIES                                                          

REE Recruiter (80-85%)

  • Recruit applicants for technical and professional positions in the REE Program
    • Identify, screen and present qualified candidates to REE monitors
    • Leverage online recruiting resources, in-house applicant tracking system and other methods to recruit candidates
    • Process REE positions (such as, assisting monitors and state coordinators with developing position descriptions, entering PDs in EMS, advertising, etc.)
    • Process resumes/applications and search Acquire for candidates
    • Set up and maintain Active Applicant Files
    • Conduct pre-screening phone applicant interviews & pre-offer reference checks and coordinate on site interviews as requested.
  • Process enrollments
    • Prepare and send Enrollment Packets to finalists via DocuSign
    • Maintain Position History File and other enrollee records
    • Conduct orientation for enrollees and Monitors
    • Process personnel actions by entering them into REE EMS as required
    • Collect driver license reports
    • Provide ongoing support to Enrollees, Monitors and State Coordinators
  • Process separations
  • Maintain REE Enrollee Management System (EMS)
  • Assist Payroll department in obtaining timesheet authorizations
  • Perform other duties as assigned, and assist with special project requests

REE Program Specialist (15-20%)

  • Serve as a backup during the REE Program Manager's absence:
    • Manage daily REE operations
    • Process agreements and amendments
    • Respond to Coordinator's requests for assistance
    • Foster and develop a strong working relationship with coordinators and monitors
    • Prepare budgets and cost estimates as necessary
  • Assist in coordination of REE activities with Field, Accounting and Payroll departments
  • Monitor activities supporting the REE Program, such as: due dates, update funding and contact info in EMS, etc.
  • Conduct outreach visits to REE Offices
  • Maintain all electronic and physical files (e.g. ensure all files are up-to-date, all agreements and amendments are scanned and filed)
  • Perform other duties as assigned and the position description is subject to change at any time.

  • Knowledge of online recruiting and sourcing candidates via, media sites
  • Experience in techniques of employee recruitment, management and human resource administration

  • Proficient with Windows Office 2010 as well as Excel, Word, Outlook and Power Point applications

  • Experience with non-profit, for-profit and government sectors desired
  • Experience with grants accounting a plus



Bachelor's degree in social sciences, human resources, business administration, gerontology or public administration.  Education requirements may be substituted on a year-for-year basis by relevant, demonstrated, progressive, and related work experience.

A minimum of three (3) years' experience in progressively responsible positions in Human Resources or business administration.  Prefer experience in sourcing talent in nonprofit environment with demonstrated recruitment success.
